Under the Strata Titles Act, in the case of a faulty underground fiber optics cable extending from the Internet Service Provider's Distribution Point (DP) to a landed parcel unit, who bears the ownership and cost responsibility for repairing the faulty cable, considering that the cabling is located outside of my property fence, beneath the street, within a common area?
